Ask the expert: Who should select thresholds and benchmarks?

The stakeholders who select the indicators for the OPPE program should also select the thresholds. Selecting thresholds does not have to happen at the same time as the indicator selection process. Separating the two tasks allows the OPPE task force to perform initial research on what thresholds are available for the indicators selected, rather than spending time researching available thresholds for the entire list of indicators.
